Cindy Ownbey Photo BIOGRAPHY

My name is Cindy McCall Ownbey, I am 46 years old. I graduated from Rosman High School in 1988 and from Blue Ridge Community College in 1990 with an Associates Degree In Applied Science. I am happily married to Barry J. Ownbey, we reside in Balsam Grove and have two sons. Barry and I both are life-long residents of Transylvania County.

I began working in the Register of Deeds Office on January 28, 1991 for Register of Deeds Vickie Edwards. I took my oath as Deputy Register of Deeds which was my title until May of 1997, when I was promoted to Assistant Register of Deeds. When Vickie decided to retire in December of 2002, I was appointed to assume the role of Register of Deeds on January 2, 2003. I was elected in the 2004, 2008, 2012 and the 2016 General Elections. I am blessed to have been given this opportunity by our citizens.

During my tenure in the office I have completed numerous courses and workshops through the NC School of Government. In addition to those, I became a Certified Register of Deeds in 2003 and acquired my Advanced Certification in 2007. I have been very active with the North Carolina Association of Registers of Deeds (NCARD) where I have served on several committees. I currently serve on the NCARD Executive Committee as Secretary and served last year as Historian. This is an elected seat chosen by my peers which will result in holding the Presidency of the State Association (NCARD) in a few years. Over the years, I have served on the NCARD Audit Committee; Scholarship Committee; Education Committee, and others. Also, as part of NCARD, the state is divided into Districts and the 17 most western counties are designated as District I. I served as District I Chair and Secretary for several years and I currently serve as District Treasurer. I am honored to serve in these capacities for my neighboring counties, my fellow Registers of Deeds and our great association. In addition, I also serve on the Blue Ridge Community College (BRCC) Office Administration Advisory Board; I have served on the LGFCU Advisory Board; and was voted by my peers to be the 2015 County Department Head of the year.

In the Register of Deeds Office, the general public is always our main concern. We are here to provide a service to the people of Transylvania County. There are many duties and responsibilities in the office. Recording documents, preservation of those documents and providing public information are the main focus of the office. We record many types of documents which include Deeds, Deeds of Trust, Plats, Agreements, and many other documents pertaining to real property. Also, we issue Marriage Licenses, record and certify Birth, Death, and Marriage records, administer Notary Oaths, record Military Discharge papers, issue copies of documents on record, and many more required duties.

Since becoming the Register of Deeds, I have been very proud to be a part of bringing the office from a complete manual operation to a completely automated facility. Through the years, I have added a State Vital Records Program (EBRS) as well as a Redaction Module to our software in order to eliminate Social Security Numbers from documents that are provided online, and have implemented Debit/Credit card capabilities, just to name a few. Most recently, the Real Estate information and images are offered online free of charge (43 years of data), and I implemented Electronic Recording of Real Estate Documents.

Hands-on experience is the only way to learn the required procedures for this office. I have that experience after being employed for over 26 years and having been the Register for the past 14 of those years. I love my job and have always taken my duties very seriously. I feel very strongly that I am the person for this position not only because of my years of service in the office, but because I have held the position of Register of Deeds and realize the responsibilities that come with the title. I care about the office and want to make sure that it continues to run as smoothly as it always has. I hope that you feel the same way. Q: What are your job duties for Transylvania County?

Q: What makes Transylvania County so special to you? 
Transylvania County is special to me in many ways.  I am a native and my roots run deep here for many, many generations.  I love the mountains and the waterfalls and the small town feel, but mostly I love our people….kind, courteous and family oriented!

Q: In which ways do you hope to improve Transylvania County? 
I hope to improve Transylvania County by keeping my department running smoothly and by continuing to make our records readily available to the public in an ever changing technological world while always keeping them safe in such a challenging electronic environment.

Q: Do you have any favorite things that you like to do in Transylvania County? 
Some of my favorite things are enjoying the quiet times with my family and friends while walking, reading, gardening, etc.
